I don't think there's any character we see crying as often as him, except, possibly, G'Kar. :)
Huh, now that you mention it, they really are both very emotional characters, aren't they? I'm a little surprised because I'm usually drawn to character pairings where one person is quite expressive and the other isn't (and I think a lot of fans generally are), but Londo and G'Kar are fiery right from the beginning. Of course, the wrinkle is that they're extremely resistant to showing certain kinds of emotions in front of each other, and that's the barrier I like to see break down with them. But they're both so passionate and both have a real sentimental streak as well, they're definitely two of the most demonstrative people in the show.
