This sounds amazing; it's exactly the story that I want to read most desperately. All of your Londo thoughts and characterization here feel to me just spot-on; the "asking for help" thing is a huge deal, and all of the operatic dreams and visions and destiny is absolutely something that keeps Londo from doing so . . . and that distinguishes Londo from Vir, yes yes yes. I would definitely read this story if you wrote it! Especially if there were good G'Kar bits in it too, because, G'Kar.
This reminds me too of a story I want to write one day, of all the ten minute conversations that Londo has with his prisoner G'Kar when he can get just drunk enough to put the Drakh to sleep without passing out himself.
